Increasing multislot capacity does not necessarily increase transfer speed since the network provides only best effort delivery and the network load probably limits usage of higher multislot classes, especially to downlink direction.
Thus, Nokia sees that multislot class 6 (3+1, 2+2) provides a good service for mass market use e.g. WAP usage. Web browsing and e-mail sending/receiving reach a sufficient level for the end user.
